About the role

1. Support Head of Service to ensure that people processes and resources are in place to effectively deliver Youth Justice Service.

2. Holds others to account.

3. Support Head of Service to identify and develop talent.

4. Ensure budgets for services and/or programmes are managed to time and cost with an eye to both efficiency and effectivenes

5. Monitor performance with rigour and act with pace on any areas of concern.

6. Develop and ensure that service improvement programmes and plans are in place. Support production and delivery of Youth Justice Strategic Plan.

7. Lead on the HMIP inspection readiness, preparation.

8. Ensure effective communication processes are in place.

9. Support Head of Service to maintain effective day to day operational management arrangements.

10. Lead on implementing effective quality assurance systems and process that enable delivery of high-quality youth justice services alongside of enabling the service to maintain HMIP inspection readiness.

11. Lead on developing and embedding effective practice in every area of youth justice work in line with Youth Justice Board national standards that is enabled by workforce development plan ensuring all staff are skilled, supported, and enabled to deliver high quality service to meet the needs of children

12. Deputise for the Head of Service in their absence and as the designated safeguarding lead. Assist Head of Service with:

·       service development and planning;

·       implementing good partnership working;

·       provision of day-to-day robust management oversight and risk management, including chairing high-risk panel;

·       supporting the operational managers in the absence of the Head of Service.

13. Commission services and ensure there are effective SLA/matrix management arrangements in place for health and education staff, ensuring all performance targets are met. 

14. Lead on development and embedding service policies and working protocols, including communication plan for workforce such as newsletters, practice, and policy updates.

15. Produce high quality reports and presentations for a variety of audience at operational and strategic level.

16. Any other duties reasonably requested by management.

17. Carry out all accountabilities in compliance with the Council’s Policies and Procedures.

About you
  1. Proven experience to lead, engage, motivate, appraise, and develop staff to deliver high standards of service and performance
  2. Successfully led teams to respond positively to change.
  3. Experience of effective budget management and deliver services plans on time and on budget.
  4. A good understanding of the political structure and role of elected members.
  5. As a regular and intrinsic part of this role required you to speak to members of the public in English, the ability to converse at ease, politely and courteously with customers and provide advice in accurate spoken English is essential and consistent with the requirements of this role. 
  6. Proven experience of operational management including change management within delivery of youth justice services.
  7. Experience of providing strong leadership alongside of considerable supervisory experience of managing and motivating multi-disciplinary team, effectively using matrix management approach.
  8. Experience of developing effective quality assurance systems and processes and ability to interpret and apply complex intelligence and performance data within service improvement work. 
  9. Up to date knowledge and understanding of legislative and regulatory framework for delivery of youth justice services, including the HMIP inspection framework.
  10. Proven track record of developing and maintaining highly effective partnership working within delivery of youth justice services.
  11. Experience of developing and implementing workforce development strategies and support within youth justice system.
  12. Proven track record of providing highly effective safeguarding and robust management oversight of risk within service delivery.
  13. High level of interpersonal communication skills, including ability to deliver high quality verbal and written presentations to a variety of audience.
  14. High levels of resilience and ability to manage effectively competing priorities whilst being solution focused.
  15. Track record of innovating practice.
