About the role:
The Group Manager for TCS will be responsible for directly managing 5 Team Managers and the Leaving Care Coordinator, as well as oversight of their staff. You will be joining the Service at an exciting time as we continue to strengthen our practice and expand our ambitions. We remain ambitious to continue to build on the progress of our 2019 Ofsted Inspection, 2022 Ofsted Focused Visit, and 2023 Peer Review. Alongside this and together with the Head of Service, you will be responsible for leading our focus and response to the new inspection criteria for services to care leavers, ensuring previous momentum is maintained and support our journey in getting from Good to Outstanding.
TCS consists of 5 Teams and works with children in care from age 16, or who enter care after this time, up to until they turn 25. This will include all unaccompanied minors (UASC) who enter the Local Authority’s care. The service prepares young people to leave our care by working to ensure that they have skills for independent living, which may include ensuring they are either in employment, education, or training and are in suitable accommodation. Each TCS team is led by a Team Manager and has up to 6 practitioners, who will be a mix of Advanced Practitioners, Social Workers, and Personal Advisors. All children and young people under 18 are allocated to a Registered Social Worker, whilst over-18’s will usually be allocated a Personal Advisor.

As a Group Manager you will be responsible for ensuring the principles and objectives of the service are delivered operationally, and you will contribute to the senior management strategic vision for achieving excellent and lasting outcomes for the children we care for and care experienced young people.
The successful candidate will need to have substantial post qualifying management experience, experience of providing social work and personal advisor supervision and support, and demonstrate a sound understanding of the legal and practice frameworks for services to children looked after and care leavers, threshold decision making, volume management, budgetary management, and quality assurance. This will include the evolving local, regional, and national contexts in which these services operate to include responses to recent independent reviews.
Requirements
Experience of managing similar services.
Working knowledge of the legislative framework within which the service operates, inclusive of regulation, national guidance and procedures specific to this post.
Thorough understanding of quality assurance an ability to integrate this understanding into practice.
A nationally recognised or other Social Work England (SWE) recognised social work qualification. Current SWE registration will be a condition of appointment to the post.
Substantial team management experience in the children and families field.
Experience of working as a practitioner and manager within a multicultural environment which provides services to a variety of disadvantaged groups.
A commitment to working transparently; in partnership with children, young people, families, and partner agencies.
